Within the Arc Theory setting, we introduce a dimensionless intrinsic scalar ratio for flat space-time and its doubled physical projection, fixing an integer-valued structural light speed c∗ and an absolute macroscopic reference radius RU. In the low-redshift linear regime, we introduce an observational interface axiom and align a first-order dimensionless arc-phase loss with the empirical linear redshift law, yielding exactly H0 ≈ c∗/RU and the stringent numerical prediction H0 ≈ 69.58 km s−1Mpc−1.
